SOLICITATION FOR SOUTH BOSTON POWER COMPLEX STUDY
MBTA CONTRACT NO. P92PS01

REQUEST FOR QUALIFICATIONS

The Massachusetts Bay Transportation Authority is soliciting professional services for the South Boston Power Complex Study.

The scope of services includes feasibility planning and concept development services for the South Boston Power Complex (SBPC) site, including renewals for the following SBPC assets: 115kV transmission lines; 15kV switching station equipment and facility; high voltage yard components; and 68 MW kerosene-fueled turbine-powered generator (two jet engines). This planning effort will also evaluate the feasibility of alternative scenarios at the site, such as battery storage and upgraded generation systems. Project tasks may include site data collection, concept development, conceptual site plan development, and alternatives evaluation.

The selected consultant will have demonstrated experience successfully designing and executing transmission/distribution and generation projects and have an established working relationship with Eversource and ISO-NE. The MBTA also anticipates the following expertise will be required to complete this scope of services: electrical engineering, civil engineering, cost estimating, construction phasing, environmental permitting, flood data analysis and resilient design, energy financial modeling, emissions modeling, and energy regulatory compliance. The duration of this Contract will be one (1) year with two (2) option periods of six (6) months each.

This project is expected to utilize state funding, and while there is no DBE goal, the Authority strongly encourages the use of Minority, Women and Disadvantaged Business Enterprises as prime consultants, subconsultants, and suppliers in all its contracting opportunities.
