NOTICE TO CONTRACTORS

In accordance with M.G.L. c. 30B, as may be amended, the Boston Redevelopment Authority (“BRA”) d/b/a Boston Planning & Development Agency, by its Chief Procurement Officer, is issuing an Invitation for Bid (“IFB”) for Snow Clearance Citywide. The awarded contract will be for a term of one (1) year (the initial contract term), with two one (1) year extension options that may be exercised at the sole discretion of the BRA. In the event the BRA exercises both options, the contract term shall be three (3) years. TIME AND PLACE FOR FILING BIDS: All bids shall be filed with the BRA before 4:30 P.M. on November 24, 2020 at Boston City Hall, Room 910, Boston, MA 02201 by either mail, via courier or in person. If submitted by mail, bids must be received by the BRA at the time and place for filing the bid as indicated in the IFB document. Bidders who wish to drop off their bids via courier or in person, must follow the operating hours and protocols for public access to City Hall, which are available at: boston.gov/news/covid-19-status-city-boston-departments. The person dropping off the bid is instructed to announce to building security that he or she is visiting Paul Caron, Supervisor of Administrative Services at the BPDA (cell phone: 617 906 1775), and then proceed to the BPDA’s office on the 9th floor of City Hall to drop off the bid. Please allow time for safety screening at the entrance to City Hall. The BRA will hold a virtual bid opening by livestreaming and recording the event, with no in-person participation, following the COVID-19 guidance from the Office of the Inspector General. The respective bids will be opened forthwith and read aloud at 4:30 P.M. on November 24, 2020. Bidders can access the livestream IFB opening on the link below:

Attendees of the livestream IFB opening must pre-register. Attendees shall include their name, phone number, email address, and the entity they are representing. The information requested is for the purpose of documenting the attendees of the webcast. The video and the sign-in sheet bid day forms will be posted on the BRA Portal no later than forty-eight (48) hours from the IFB opening. Absolutely no responses will be accepted after the due date and time. IFB PACKAGE: The IFB package, including sitemap(s) and requirements for this project, will be available to download on the BRA Procurement Portal free-of charge in digital print form to all interested bidders on November 9, 2020, 9:00 A.M. at www.bostonplans.org/work-with-us/procurement. Plan holders shall open and register the information requested for “Snow Clearance Citywide,” and then follow the prompt to start file download under the “Work with Us” tab. If unable to access the IFB package through the BRA Procurement Portal, contact the BRA Procurement Office at 617-918-5273, or via email to BPDA.CPO@boston.gov in order to make alternative arrangements. After registering, interested attendees will receive a confirmation email containing information about joining the meeting. Participation at the pre-bid conference is optional; however, all bidders are strongly encouraged to attend. Bidders are also encouraged to visit/view the properties based on the site list provided in Exhibit A. To schedule site access and visits of BRA owned properties citywide prior to submitting a bid, please send an email to the BRA Procurement Office at BPDA.CPO@boston.gov. RULE FOR AWARD: The BRA will award the resulting contract to the responsive and responsible bidder offering the lowest bid for the initial contract term. The BRA reserves the right to waive any and all minor informalities in the bidding or reject any and all bids if it is in the public interest to do so. The award of this contract is subject to the approval of the BRA Board, and is contingent on the availability of funds.
