SOLICITATION FOR RESEARCH AND PLANNING SERVICES FOR RED LINE TRANSIT ORIENTED DEVELOPMENT DISTRICT FRAMEWORK STUDY

REQUEST FOR LETTERS OF INTEREST

The Massachusetts Bay Transportation Authority is soliciting Research and Planning Services for review and assessment of sustainable revenue opportunities to fund station capital improvements in transit oriented development areas identified on the Red Line that are currently experiencing rapid growth. The Scope of Service(s) may include but are not limited to: policy review/research/analysis, review development impacts on transit, economic and financial review, identification of public finance best practices, and development and financing recommendations. The scope of services will be authorized on a task order basis by phase. The duration of this contract will be six (6) months from the Notice to Proceed with options to extend based on the needs of the MBTA.

This project is expected to utilize Federal and non-federal funding. The DBE participation goal for this project is 16% of the total amount authorized. In addition, the Authority strongly encourages the use of Minority, Women and Disadvantaged Business Enterprises as prime consultants, sub-consultants, and suppliers in all its contracting opportunities.
