Notice of ARP Community Meetings and Request for Public Comment

The North Shore HOME Consortium, an organization comprised of thirty cities and towns (Amesbury, Andover, Beverly, Boxford, Danvers, Essex, Gloucester, Georgetown, Hamilton, Haverhill, Ipswich, Lynnfield, Manchester-by-the-Sea, Marblehead, Merrimac, Methuen, Middleton, Newburyport, North Andover, North Reading, Peabody, Rockport, Rowley, Salem, Salisbury, Swampscott, Topsfield, Wenham, West Newbury and Wilmington), will convene four (4) Community Meetings, to seek suggestions for the best uses for new HOME funding awarded to the region through the American Rescue Plan (ARP) Act. These meetings are being held in preparation for the creation of a Revised One-Year Annual Action Plan to HUD for Program Year 2021 to include plans for the use of these new funds.

After the conclusion of the community meetings, a draft Revised Annual Action Plan will be created and made available for public comment. At that time public hearings will be held to obtain feedback on the document. The public comments received will then be incorporated into the final draft of the Annual Action Plan, which will then be submitted to the United States Department of Housing and Urban Development (HUD).

The Four (4) Community Meetings will be conducted for the purpose of receiving comments on local housing needs at the following dates and locations:

  • Tuesday, November 16th, 2021 at 11:00 a.m. at The Haverhill Public Library, Milhendler Room, 99 Main Street, Haverhill, MA 01830
  • Wednesday, November 17th at 12:00 noon at the Torigian Senior Center/ Peabody Council on Aging, 75R Central Street, Peabody, MA 01960
  • Thursday, November 18th at 11:00 a.m. at the Sawyer Free Library, Friend Room, 2 Dale Avenue, Gloucester MA, 01930;
  • And on Thursday, December 2nd, 2021 at 5:30 p.m. a Zoom Meeting will be held for those who wish to participate remotely.
