SOLICITATION FOR MATTAPAN TRANSFORMATION PROGRAM
DESIGN AND ENGINEERING SERVICES, DESIGN (0%-100%) AND CONSTRUCTION PHASE SERVICES

REQUEST FOR QUALIFICATIONS

The Massachusetts Bay Transportation Authority (MBTA) Office of the Chief Engineer (OCE) and Green Line Transformation (GLT) are soliciting Design (0%-100%) and Construction Phase Services (CPS) for the Mattapan Transformation Program.

The Scope of Services includes implementing state of good repair and accessibility improvements to all stations and facilities, improvements to the power infrastructure, strengthening of corridor bridges, improvements to corridor drainage, and other infrastructure improvements along the Mattapan HSL Corridor consistent with existing PCC vehicle operation, and conversion to modern light rail vehicles, and including but not limited to:

a. General Project Management and Administration
b. Design Phase Services

a. Phase I – Pre-Design (0% – 15%)
b. Subsequent project phases shall be defined by the MBTA. See below for more info.

The selected design team shall be expected to provide all design services for the Mattapan Transformation Program, however, such services shall be authorized on a Task Order basis. The selected Consultant and the MBTA will negotiate the scope and fee for Phase I (0% – 15% design phase services). This first Task Order will be managed by the MBTA Office of the Chief Engineer (OCE) and be supported by Green Line Transformation (GLT). Prior to Phase I completion, and consistent with Program needs and preferred delivery methods, the selected Consultant and MBTA will negotiate future Task Orders, which may include all or parts of the Program brought to: 1) 100% design for Design-Bid-Build, or 2) Design Build Bridging documents, or 3) CM At Risk documents. Task Orders will be used to define and authorize all future work which shall be defined during Phase I. Future phasing may be segmented by project discipline (IE, bridges, power distribution, etc). All future work, after Phase I (0-15%) will be managed by GLT and supported by the OCE. Each Phase / Task Order will have support and input by differing departments within the MBTA including but not limited to OCE and GLT.

The selected consultant shall exhibit a depth of expertise and experience in the planning, design and construction of light rail stations and infrastructure systems, including stations, signals, communication systems, track, power transmission and distribution, accessibility, and other disciplines necessary to upgrade the MBTA’s infrastructure in an urban environment. The duration of this contract is expected to be forty (40) months.

The Mattapan Transformation Program is expected to utilize Federal and non-federal funding. The DBE participation goal for this project is 15% of the total amount authorized. In addition, the Authority strongly encourages the use of Minority, Women and Disadvantaged Business Enterprises as prime consultants, sub-consultants and suppliers in all of its contracting opportunities.
