Solicitation for Engineering and Design Consulting Services for Green Line Central Tunnel Track, Power and Signal Transformation Project

MBTA CONTRACT NUMBER Q21PS01

REQUEST FOR QUALIFICATIONS

The Massachusetts Bay Transportation Authority is soliciting Engineering, Architectural, and Design Consulting Services 30%- 100%, Bid Phase and Construction Phase Services for the Green Line Central Tunnel Track, Power and Signal Transformation Project. The Scope of Service(s) may include but are not limited to: infrastructure assessment; light rail signal system upgrade; light rail traction power; transportation planning; multidiscipline engineering (i.e. civil, structural, electrical, and mechanical, communication); environmental services; transit service planning; urban transit underground construction management; and robust stakeholder and public participation. The primary purpose of this project is to modernize the Central Tunnel, upgrade track, track systems, infrastructure, power and signal systems, improve structural resiliency, and enhance capacity within the tunnel. Along with that is being able to facilitate both single and double car operation of the new Green Line Type 10 “Supercars” (T10). This modernization and transformation of the GL Central Tunnel area is expected to help the MBTA meet all the requirements for the Federal Transit Administration (FTA) CIG Core Capacity grant.

The scope of services will be authorized on professional services contract basis. The duration of this contract will be six (6) years.

This project is expected to utilize Federal and non-federal funding. The DBE participation goal for this project is twenty percent (20%)of the total amount authorized. In addition, the Authority strongly encourages the use of Minority, Women and Disadvantaged Business Enterprises as prime consultants, sub-consultants, and suppliers in all of its contracting opportunities.
