SOLICITATION FOR ARCHITECTURE/ENGINEERING AND DESIGN SERVICES FOR LYNN COMMUTER RAIL STATION AND PARKING GARAGE IMPROVEMENTS, PHASE 2

MBTA CONTRACT NUMBER I62PS02

REQUEST FOR QUALIFICATIONS

The Massachusetts Bay Transportation Authority is soliciting Architecture/Engineering and Design Service to bring Lynn Commuter Rail Station and garages elements to a State of Good Repair and extend the useful life of the facilities. The Scope of Services includes but is not limited to: Multi-disciplinary Engineering (Vertical Transportation, Structural, Electrical, Mechanical, Civil, Plumbing, Fire Protection and Geotechnical Engineering); Architecture; Landscape Architecture; Code Analysis; Constructability Review; Environmental; Permitting; Scheduling and Cost Estimating; Risk Analysis; Public Outreach and Coordination; Testing and Commissioning; Design Phase, Bid Phase, Construction Phase Services; and Project Close Out, as well as Project Management associated with each Phase. The scope of services will be authorized on a Task Order basis by phase. The conceptual level construction cost estimate for the Phase 2 proposed improvements is $22,000,000. The duration of this contract will be four (4) years, with two (2) option periods of one (1) year each.

This project is expected to utilize Federal and non-federal funding. The DBE participation goal for this project is ten percent (10%) of the total amount authorized. In addition, the Authority strongly encourages the use of Minority, Women and Disadvantaged Business Enterprises as prime consultants, sub-consultants and suppliers in all of its contracting opportunities.
