SOLICITATION FOR GENERAL ENGINEERING SERVICES FOR SYSTEMWIDE BRIDGE AND STRUCTURE DESIGN
REQUEST FOR QUALIFICATIONS
MBTA CONTRACT NO. Z94PS19 – Z94PS28
The Massachusetts Bay Transportation Authority (MBTA) is seeking to enter into a task-order based contract for General Engineering Services to include but not limited to construction phase services for MBTA-owned bridges and other structures systemwide with qualified, multi-disciplined engineering firms exhibiting a proven depth of experience and technical expertise in the design and construction. The selected consultant(s) will provide the necessary services to manage and coordinate the activities required to complete all tasks assigned under the contract for all phases of the Project.
The scope of services includes, but are not limited to design, architecture, multidiscipline engineering (i.e. civil, structural, electrical, and mechanical); traction power; track; signals; environmental services; historical assessment; code compliance; and stakeholder and public participation. Consultants with experience in Accelerated Bridge Construction (ABC) techniques are strongly preferred. Consultants are encouraged to utilize ABC techniques where possible to minimize on site construction time, total project schedule, and service interruptions; and to improve structure quality and durability. The major categories of services shall include:
1. General Project Management Services
2. Design Phase Services
3. Bid Phase Services (Design-Bid-Build Method)
4. Bid Phase Services (Design Build Method)
5. Construction Phase Services (CPS) (Design-Bid-Build Method)
6. Construction Phase Services (CPS) (Design-Bid Method)
This project is expected to utilize Federal and non-federal funding. The DBE participation goal for this project is 20% of the total amount authorized. In addition, the Authority strongly encourages the use of Minority, Women and Disadvantaged Business Enterprises as prime consultants, sub-consultants and suppliers in all of its contracting opportunities
