NOTICE TO BIDDERS

Electronic proposals for the following project will be received through the internet using Bid Express until the date and time stated below, and will be posted on www.bidx.com forthwith after the bid submission deadline. No paper copies of bids will be accepted. Bidders must have a valid digital ID issued by the Authority in order to bid on projects. Bidders need to apply for a digital ID with Bid Express at least 14 days prior to a scheduled bid opening date.

Electronic bids for MBTA Contract No. M20CN03, GREEN LINE GRADE CROSSINGS REPLACEMENT – PHASE I, BOSTON, BROOKLINE and MILTON MA, PROJECT VALUE – 14,325,000.00. (CLASS 1 – GENERAL TRANSIT CONSTRUCTION – $10,000,000.00, CLASS 3 – TRACKWORK – 10,000,000.00). can be submitted at www.bidx.com until two o’clock (2:00 p.m.) on January 22, 2019 Immediately thereafter, in a designated room, the Bids will be opened and read publicly.

The Work consists of complete demolition and reconstruction of 24 individual double track road crossings on the Green Line, which includes 9 locations on the B Branch –Commonwealth Ave, 13 locations on the C Branch–Beacon Street, 1 location on the E Branch-Huntington Avenue, and 1 location on the Mattapan High Speed Line. There are an additional 3 locations on the B Branch that require removal of existing road crossing pavements and replacement with new road crossing pavements including Rail Seal and/or prefabricated Rubber and Concrete Road Crossing Panels. All work within the crossing limits and trackwork adjacent to the crossing locations must be completed during planned track outages or when MBTA service is suspended. Specific work includes demolition and disposal of pavement, road crossing panels, track, ballast, ties, rail conduits, underdrain, rail and rail appurtenances and reconstruction of track, including conduits, underdrain, ballast, ties, rail, rail appurtenances, road crossing panels, paving, concrete sidewalks, curbing, tactile warning strips and 1 pedestrian crossing signal.

Bidders’ attention is directed to Appendix 1, Notice of Requirement for Affirmative Action to Ensure Equal Employment Opportunity; and to Appendix 2, Supplemental Equal Employment Opportunity, Anti-Discrimination, and Affirmative Action Program in the specifications. In addition, pursuant to the requirements of Appendix 3, Disadvantaged Business Enterprise (DBE) Participation Provision, Bidders must submit an assurance with their Bids that they will make sufficient and reasonable efforts to meet the stated DBE goal of twelve percent (12%)

Bidders will affirmatively ensure that in regard to any contract entered into pursuant to this solicitation, minority and female construction contractors will be afforded full opportunity to submit Bids and will not be discriminated against on the grounds of race, color, religion, sex, age, or national origin in consideration for an award.
