NOTICE TO BIDDERS

Electronic proposals for the following project will be received through the internet using Bid Express until the date and time stated below and will be posted on www.bidx.com forthwith after the bid submission deadline. No paper copies of bids will be accepted. Bidders must have a valid digital ID issued by the Authority in order to bid on projects. Bidders need to apply for a digital ID with Bid Express at least 14 days prior to a scheduled bid opening date.

Electronic bids for MBTA Contract No. K78CN05, South Coast Rail, Off-Site Traffic Mitigation, in Middleborough, Taunton, Freetown, New Bedford, and Fall River, Massachusetts, (CLASS 2 – GRADING, DRAINAGE & SITE DEVELOPMENT ($10,000,000); PROJECT VALUE $10,500,000), can be submitted at www.bidx.com until two o’clock (2:00 p.m.) on Thursday February 24, 2022. Immediately thereafter, in a designated room, the Bids will be opened and read publicly.

The Work involves five major elements:

(1) improvements in Middleborough including roadway improvements along Route 28 and Route 105, signalized intersection improvements at Route 28 pedestrian crossing, Route 28/Route 105, Route 105/I-495 Northbound, Route 105/I-495 Southbound, and Route 105/Route 7 (see Plan Volume 1),

(2) improvements at the Route 140 and Home Depot Drive intersection in Taunton, installation of sidewalk along Route 140, and relocation of Industrial Drive to Route 140 (see Plan Volumes 2A and 2B),

(3) improvements at the President Avenue (Route 6) and North Main Street intersection in Fall River (see Plan Volume 3),

(4) the installation of South Coast Rail (SCR) program-wide trailblazing signage in Middleborough, Taunton, Lakeville, Freetown, New Bedford, and Fall River (see Plan Volume 4); and

(5) improvements at the Nash Road and Church Street intersection and 2,300 feet of sidewalk improvements along Church Street in New Bedford (See Plan Volumes 5A & 5B).

Bidders attention is directed to Appendix 1, Notice of Requirement for Affirmative Action to Insure Equal Employment Opportunity; and to Appendix 2, Supplemental Equal Employment Opportunity, Anti-Discrimination, and Affirmative Action Program in Section 00800 of the specifications. While there is no DBE goal associated with this contract, the Authority strongly encourages the use of Minority, Women, and Disadvantaged Business Enterprises as prime contractors, subcontractors, and suppliers in all its contracting opportunities.
