NOTICE TO BIDDERS
Electronic proposals for the following project will be received through the internet using Project Bids until the date and time stated below, and will be posted on www.bidx.com forthwith after the bid submission deadline. No paper copies of bids will be accepted. Bidders must have a valid digital ID issued by the Authority in order to bid on projects. Bidders need to apply for a digital ID with Project Bids at least 14 days prior to a scheduled bid opening date.
Electronic bids for MBTA Contract No. J66CN01, WINCHESTER CENTER IMPROVEMENTS, LOWELL COMMUTER RAIL LINE, WINCHESTER MASSACHUSETTS, CLASS 1- GENERAL TRANSIT CONSTRUCTION – $30,000,000.00 PROJECT VALUE $41,000,000.00, can be submitted at www.bidx.com until two o’clock (2:00 p.m.) on JULY 22, 2021. Immediately thereafter, in a designated room, the Bids will be opened and read publicly.
Work at Winchester Center Commuter Rail Station, located in Winchester Massachusetts along the Lowell Commuter Rail Line includes, but is not limited to; demolition of existing station features, construction of two high level Fiber Reinforced Polymer platforms (FRP) of 720 and 732 feet in length with detectable warning tactile strips, steel canopies, elevators, ramps, stairways, railings, platform lighting systems, variable message sign system, video security system, video monitors, signage, benches, trash receptacles, sidewalks, lighting systems, communications systems, landscaping, emergency generating power systems and other features as shown in more detail on the Contract Documents
Bidders’ attention is directed to Appendix 1, Notice of Requirement for Affirmative Action to Insure Equal Employment Opportunity; and to Appendix 2, Supplemental Equal Employment Opportunity, Anti- Discrimination, and Affirmative Action Program in the specifications. In addition, pursuant to the requirements of Appendix 3, Disadvantaged Business Enterprise (DBE) Participation Provision, Bidders must submit an assurance with their Bids that they will make sufficient and reasonable efforts to meet the stated DBE goal of 20 percent.
Bidders are advised that the “Buy America” provisions of the Surface Transportation Assistance Act of 1982 (Pub. L-97-424) as amended, apply to any Contract, procurement or agreement which results from this solicitation.
Bid Guaranty shall consist of a bid deposit in the amount of five (5) percent of the value of the bid, in the form of a bid bond, cash, certified check, treasurer’s or cashier’s check.
The successful Bidder shall be required to furnish a Performance Bond and a Labor and Materials Payment Bond each for the full amount of the Contract price.
The Authority reserves the right to reject any or all Bids, to waive informalities, to advertise for new Bids or proceed to do the work otherwise, as may be deemed to be in the best interests of the Authority.
