MASSACHUSETTS BAY TRANSPORTATION AUTHORITY SOLICITATION FOR ENGINEERING AND PROGRAM MANAGEMENT SERVICES FOR THE COMMUTER RAIL HSP46 LOCOMOTIVE OVERHAUL AND RELIABILITY CONTRACT NO. V71PS01
REQUEST FOR QUALIFICATIONS

The Massachusetts Bay Transportation Authority is soliciting engineering and program management services for the commuter rail HSP46 locomotive overhaul and reliability project. The Scope of Service(s) may include but are not limited to: the development of the technical specification, identification and recommendations for reliability upgrades, RFP contractor selection process, design reviews, first article inspections, test and inspection witness, project and configuration management, production and quality oversight, change order review and acceptance, warranty administration, project transfer, and project closure. The scope of services will be authorized on a project specific basis by phases. The estimated total budget for this program will be provided during the negotiation process, after the receipt of the proposals. The duration of this contract is estimated to be ten (10) years from the date of Notice to Proceed, with two (2) option period of one (1) year each.

This project is expected to utilize Federal and non-federal funding. The DBE participation goal for this project is 20% of the total amount authorized. In addition, the Authority strongly encourages the use of Minority, Women and Disadvantaged Business Enterprises as prime consultants, sub-consultants and suppliers in all of its contracting opportunities.
