SOLICITATION FOR GENERAL ENGINEERING CONSULTING SERVICES
FOR INSPECTION & LOAD RATING OF MBTA BRIDGES SYSTEMWIDE

REQUEST FOR QUALIFICATIONS

The Authority is seeking to enter into multiple contracts for General Engineering Consulting Services for the Inspection and Load Rating of MBTA Bridges Systemwide. Commuter rail, transit (rail or roadway), pedestrian, and highway bridges of various types, including fixed span and moveable span structures will be included in each contract.

The Scope of Services includes, but is not limited to: inspection and load rating of all types of bridges found in MBTA inventory, interagency coordination, commuter rail coordination, review of existing inspection/rating reports and drawings, research and data gathering, indepth routine bridge inspection, fracture critical bridge inspection, special member inspection, underwater bridge inspection, input of inspection data into the MassDOT Highway Division 4D Program, submission of bridge inspection reports with recommendations, bridge load rating calculations, submission of bridge load rating reports with recommendations, coordination of data for input into the MBTA Asset Management Database Trapeze, and limited structural repair design.

The maximum ceiling limit for the total of all consultant contracts is $32,000,000. Bridge inspection and load rating assignments will be authorized on a task order basis, which may include multiple bridge assignments based on consultant qualifications and past performance. The contract duration will be five (5) years, with the possibility to extend the contract for a period of one (1) year. This project is expected to utilize Federal and nonfederal funding. The DBE participation goal for this project is 20% of the total amount authorized. In addition, the Authority strongly encourages the use of Minority, Women and Disadvantaged Business Enterprises as prime consultants, sub-consultants, and suppliers in all of its contracting opportunities.
