SOLICITATION FOR COMMUTER RAIL SAFETY & RESILIENCY PROGRAM PROJECT MANAGEMENT/CONSTRUCTION MANAGEMENT SERVICES
REQUEST FOR QUALIFICATIONS

The Massachusetts Bay Transportation Authority is soliciting project management and construction management (PM/CM) services for the Commuter Rail Safety & Resiliency Program, which includes the Positive Train Control (PTC) Program, the North Side Automatic Train Control (ATC) Program, and the Commuter Rail Fiber Optic Cable Network Resiliency Program.

The Scope of Services includes: 1) PM/CM services for the remaining two (2) years of the PTC Program; 2) PM/CM services for the ATC Program (four (4) years); 3) PM/CM and procurement services for the Commuter Rail Fiber Optic Cable Network Resiliency Program (three (3) years), with concurrent schedules. This may include, but is not limited to: Feasibility Surveys/Analyses; Multi-disciplined Engineering (i.e. Signal Systems, Communications Systems, Civil, Structural, Electrical, Mechanical); Environmental Approvals and Permitting; Security Design; Contract Management Assistance; Scheduling and Schedule Review; Quality Control/Quality Assurance; Construction Systems and Methods; Construction Planning; Construction Staging and Constructability; Construction Cost Estimating; Document Control; Public Outreach; Risk Analysis; Preliminary Design Services; Construction Management Services; and Testing and Commissioning Services. The conceptual level total program cost estimate for the proposed improvements is $838,000,000. The scope of services will be authorized on a task order basis by phase. The total duration of this contract will be five (5) years.

This project is expected to utilize Federal and non-federal funding. The DBE participation goal for this project is seventeen (17%) percent of the total amount authorized. In addition, the Authority strongly encourages the use of Minority, Women and Disadvantaged Business Enterprises as prime consultants, sub-consultants and suppliers in all of its contracting opportunities.
