China Trade Center Basement Waterproofing
The Boston Redevelopment Authority, d/b/a Boston Planning & Development Agency (the “BRA”) invites sealed competitive bids for “China Trade Center Basement Waterproofing” (the “Project”) for sidewalk repairs and waterproofing in the China Trade Building basement. All bids for this Project are subject to all applicable provisions of law, including without limitation, Sections 39F, and 39K through 39P of Chapter 30 and Chapter 149 Sections 29 and 44A-44J, inclusive of the Massachusetts General Laws, as may be amended, and shall be in accordance with the terms and provisions of the bid documents. Scope-of-Work: Basement Waterproofing and Sidewalk/Areaway structural slab replacement. Estimated Construction Project Value: $390,000.00. Time and Place for Filing Bids: All bids (general and sub) shall be filed with the BRA at Boston City Hall, Room 910, Boston, MA 02201 by either mail, via courier or in person as indicated in this IFB document. If submitted by mail, general bids and filed sub-bids must be received by the BRA at the time and place for filing the general bid and sub-bid as indicated in the IFB document. Bidders (general and sub) who wish to drop off their bids via courier or in person, must follow the operating hours and protocols for public access to City Hall, which are available at: boston.gov/news/covid-19-status-city-boston-departments. The person dropping off the general bid and sub-bid is instructed to announce to building security that he or she is visiting Paul Caron, Supervisor of Administrative Services at the BPDA (cell phone: 617 906 1775), and then proceed to the BPDA’s office on the 9th floor of City Hall to drop off the general bid and sub-bid. Please allow time for safety screening at the entrance to City Hall. Sub-bids shall be filed in the following category: 07 00 01 – Waterproofing, Dam proofing, and Caulking before 2:00 P.M. on November 24, 2020. General Bids Submission: General bids shall be filed before 12:00 P.M. on December 4, 2020. The BPDA will hold a virtual filed sub-bid and general bid opening by livestreaming and recording each respective event, with no in-person participation, following the COVID-19 guidance from the Office of the Inspector General. Attendees of the livestream event will require pre-registration. Interested attendees shall include their name, phone number, email address, and the entity they are representing. The information requested is for the purpose of documenting the attendees of the webcast. The video and bid day sign-in sheet will be posted on the BPDA Portal no later than forty-eight (48) hours from the IFB opening. Pre-bid conference: The BRA will hold a virtual pre-bid conference and a walk-through for filed sub-bidders and general bidders. The virtual pre-bid conference will be held on November 12, 2020 at 11:00 A.M. using the following link: https://www.zoomgov.com/meeting/register/vJItcu2hrjMsEh-byCxgTUZ5oiMxPsHHWyY. After registering, interested attendees will receive a confirmation email containing information about joining the meeting. The virtual pre-bid conference will consist of an overview of the scope of work, and a question and answer session, and virtual site visit. The walk-through will take place on November 13 at 11:00 A.M. at 2 Boylston Street, Boston in the basement atrium. The walk-through will consist of a brief overview of the scope of work, a question and answer session, and tour of the site. Social distancing and masks are mandatory. If an attendee has an elevated body temperature, cough, or any other COVID symptoms, the attendee shall not participate in the walk-through. The presence of all interested bidders, general and sub, is recommended, though attendance is not mandatory for either the virtual pre-bid conference or the walk-through. If a general bidder or sub-bidder cannot attend either the pre-bid conference or the walk through, the BRA strongly encourages visiting the site and inspecting the operations, conditions, equipment, systems, etc. to aid in the completion of the bids or filed sub-bids. To arrange site access after the walk-through, or for any further information, please submit any questions in writing to the Procurement Office at BPDA.CPO@boston.gov and include Peter Sun (peter.s.sun@boston.gov). IFB Package: The IFB package, including sitemap(s), plans, specifications and requirements for this project, will be available to download on the BRA Procurement Portal free-of charge in digital print form to all interested bidders on November 4, 2020, 9:00 A.M at www.bostonplans.org/work-with-us/procurement. Plan holders shall open and register the information requested for “China Trade Center Basement Waterproofing,” and then follow the prompt to start file download under the “Work with Us” tab. If unable to access the IFB package through the BRA Procurement Portal, contact the BRA Procurement Office at 617-918-5273, or via email to BPDA.CPO@boston.gov in order to make alternative arrangements. Rule for Award: The resulting contract will be awarded to the bidder deemed to be the lowest responsible and eligible bidder. The BRA reserves the right to waive any and all minor informalities or to reject any and all bids if it is in the public interest to do so. Execution of the resulting contract is contingent on availability of funds. Interested bidders shall submit a bid deposit in the amount of a minimum of 5% of the proposed total bid. NOTE: A payment and performance bond equal to one hundred percent (100%) of the contract price shall also be required from the selected bidder prior to full execution of a contract by the Director of the BRA.
