Bulkhead Rehabilitation at the East Jetty

NOTICE TO CONTRACTORS

The Economic Development & Industrial Corporation of Boston d/b/a Boston Planning & Development Agency (the “EDIC”), is issuing an Invitation for Bids (“IFB”) entitled “Bulkhead Rehabilitation at the East Jetty” for general construction services within the Raymond L. Flynn Marine Park, Boston, MA. The IFB is being issued in accordance with Massachusetts General Law c. 30, § 39M, as may be amended. The project number is EDIC NO. 1309 (hereinafter, the “Project”). The lowest responsible and eligible bidder for this Project will enter into a contract with the EDIC to perform the scope of work as set forth in the provided bid documents, including addenda. The scope of work generally consists of: Repair and stabilization of approximately 465 linear feet of steel sheet pile bulkhead; Demolition of existing site bollards, bases; removal of utility poles, utility boxes and abandoned crane rails; Excavation of soil on the inshore side of the bulkhead to a depth of approximately 18 feet below grade and stockpile on-site for reuse; Placement of concrete (via tremie or another acceptable method) over crushed stone inside toe of sheet pile at low tide waterline; Construction of a reinforced concrete footing and 465-foot concrete wall inboard of sheet pile. The following two alternative methods of wall construction are described in construction drawings and specifications and will be permitted: 1) concrete cast-in-place, or 2) the use of precast concrete structural units; Backfilling of the new retaining wall with stockpiled excavate soil and new gravel fill; Installation of four (4) new mooring bollards with steel rods and concrete deadmen; Paving of all excavated areas and Installation of fencing and gates. ESTIMATED CONSTRUCTION PROJECT VALUE: Two million eight hundred thousand dollars ($2,800,000.00). TIME AND PLACE FOR FILING BIDS: All bids shall be filed with the EDIC at One City Hall Square, 9th floor, Boston, MA, 02201 before 12:00 P.M. (Noon) on June 19, 2019 at which time and place respective bids will be opened immediately and read aloud. No bids will be accepted after the due date and time. Upon a determination of the lowest responsible and eligible bidder by the EDIC staff, the EDIC staff shall recommend to the EDIC Board that the Director be authorized to enter into a contract with the lowest responsible and eligible bidder. The EDIC reserves the right to waive any and all minor informalities in the bidding process or to reject any and all bids if it is in the public interest to do so.

IFB PACKAGE AND PRE-BID CONFERENCE: Plans and specifications for this Project will be available to all interested parties on May 15, 2019, at 9:00 A.M. A pre-bid conference will be held on May 22, 2019 at 10:00 A.M. at the East Jetty, located behind 3 Dolphin Way Boston, MA 02210, within the Raymond L. Flynn Marine Park. Although attendance at the pre-bid conference is not mandatory, all bidders are strongly encouraged to attend. For further information, bidders shall submit any questions in writing simulatenously to: Ms. Dolores Fazio at Dolores.Fazio@boston.gov and the EDIC’s Procurement Office email at: BPDA.CPO@boston.gov. Bidders must submit with their bid a bid deposit equal to five percent (5%) of the amount of the total bid. The selected bidder will also be required to provide a payment bond and a performance bond in the amount of one hundred percent (100%) of the resulting contract price with the EDIC. RULE FOR AWARD:

The resulting contract will be awarded to the bidder deemed to be the lowest responsible and eligible bidder.
