AT-GRADE RAILROAD CROSSINGS REHABILITATION

The Massachusetts Department of Transportation Rail and Transit Division (MassDOT) is accepting sealed bids to rehabilitate railroad rights-of-way. This Invitation for Bids is issued pursuant to Massachusetts General Laws, Chapter 30, §39M.

THE PROJECT: Refurbish 22 at-grade railroad crossings on the Cape Main, So. Dennis and Falmouth lines; Middleboro Subdivision and Framingham Secondary. Demolish and dispose of existing grade crossing roadway, track, tie and timber; reconstruct track through railroad grade crossings; furnish and install rubber rail seal/asphalt and pre-cast concrete grade crossing surfaces; ditching, grading and drainage upgrades; and sidewalk and guardrail work. Contractor must show evidence of having worked on an active railroad and was able to complete the work with no impacts to railroad operations. Construction cost estimate is $4,800,000.

Prospective bidders must be prequalified in accordance with MBTA “Procedures Governing Classification and Rating of Prospective Bidders.” Bidders must provide the following to be considered qualified for this work: 1. List of equipment to be used including hi-rail; 2. Completed Bid Bond (5% of Total Bid Price); 3. List of all work in the last 3 years of similar size and scope demonstrating experience and qualifications; 4. List of ongoing projects and 3 references from projects listed; and 5. Approved FRA drug & alcohol testing plan.

Bid documents will be available via COMMBUYS, the Commonwealth’s official procurement record system website (www.commbuys.com). Prospective bidders must be registered in COMMBUYS and must download the plans, specs and all other documents required to submit a bid.

A mandatory pre-bid meeting & site tour to be held 1/7/20 @ 10:30 a.m. Meet in the Taunton DPW conf. room, 90 Ingell St., Taunton.

No contract award will be made to a contractor not prequalified by the MBTA in Class 1–General Transit Const. or Class 3–Trackwork, for a $4.8 million contract value before opening proposals and a contractor not present at the pre-bid. Sealed paper bids must be delivered to MassDOT Rail and Transit, 10 Park Plaza, Boston, MA, by Thurs., January 16, 2020, 2:00 p.m. Bids will be opened at 2:30 pm.
