Founded in 1630, the City of Boston is the largest metropolis in New England, the capital of the Commonwealth of Massachusetts, and one of the most historic, vibrant and influential cities in the United States. Boston is regarded as the unofficial “Capital of New England” for its economic and cultural impact on the entire New England region. Boston is a center of trade and finance, education and research, medicine, and art and culture. The City proper had a population of 617,594 according to the 2010 U.S. Census. Boston is also the anchor of a substantially larger metropolitan area called Greater Boston, home to 4.5 million people and the tenth largest metropolitan area in the country.
Boston has a strong mayoral system of government in which the Mayor is vested with extensive executive powers. The Mayor appoints the City’s departmental directors, including the Chief Financial Officer (CFO). The Organizational Development Manager (Manager) will report to the CFO and work closely and collaboratively with several other mayoral appointees, including the Human Resources Director and the Chief of Innovation and Technology, and their key staffs.
The City seeks a skilled, experienced leader to champion and invigorate initiatives such as a multi-year project to modernize the City’s human capital management business processes. This position will work in partnership with the team executing an upgrade to the core Human Resources management system. Boston’s 17,000 employees are its greatest asset, and for the City to thrive throughout the 21st century, it will need to continue to recruit, retain, train and support a world-class workforce. Initially the Manager will not have assigned staff but over time, will identify and recruit individuals with the needed skills and experience as the transformation evolves.
At least four (4) years of fulltime, or equivalent part-time, professional experience in project, program or change management, organizational development or a related field, preferably in human resources transformation, of which two (2) years must have been in a supervisory or managerial capacity. Prior project, program or change management experience in the public sector preferred. Bachelor’s degree from an accredited college or university in public or business management or administration, human resources, or a related field is required and a graduate degree in business or public administration is preferred. Education may be substituted for two years of the required experience. Supervisory or managerial experience may not be substituted.
