SIGNAL UPGRADES AT SIX GRADE CROSSINGS

Mass Coastal Railroad is accepting sealed bids to upgrade signals at six grade crossings on the Framingham and Middleboro railroad lines. The project is funded by the Massachusetts Department of Transportation, Rail and Transit Division (MassDOT).This Invitation for Bids is issued pursuant to Massachusetts General Laws, Chapter 30, §39M.

THE PROJECT: Framingham Secondary: Replace existing wayside Automatic Highway Crossing Warning systems at 5 grade crossings. The work includes replacing mast-mounted flashing lights and bells, all cables, storage batteries, rectifiers and miscellaneous equipment and adding a flashing light layout at North Street. Middleboro Subdivision: At Oak Street in Taunton, replace cantilever-mounted flashing lights and mast-mounted roadway and pedestrian crossing gates with flashers. Contractor must show evidence of having worked on an active railroad and was able to complete the work with no or few shutdowns and no impacts to Operations. Construction cost estimate is $767,000.

Bidders must provide the following information to be considered qualified to perform the work: 1. List of equipment which will be used including hi-rail equipment; 2. Completed Bid Bond in the amount of 5% of the Total Bid Price; 3. List of all work within the last three years of similar size and scope demonstrating Bidder’s experience and qualifications for this project as described above; 4. List of ongoing projects and three references from projects listed; and 5. Approved FRA drug and alcohol testing plan.

A mandatory pre-bid meeting and site tour will be held on Thurs., March 1, 2018, 10:30 a.m. Meet inside MBTA Walpole station, 275 West St., Walpole. Go up to parking lot & approach building. Use small private crossing next to building to access unpaved storage yard. Please RSVP to Rob Finley at rcfinley@verizon.net.

Bids will not be accepted from bidders who do not attend the pre-bid meeting. Sealed Bids must be delivered to Mass Coastal Railroad, 3065 Cranberry Highway, Ste. 5, East Wareham, MA 02538, by Thurs., March 15, 2018, 2:00 p.m. Bids will be publicly opened forthwith after the bid submission deadline at the Mass Coastal Railroad office, 3065 Cranberry Highway, Ste. 5, East Wareham, MA.
