Celia Blue
Get Konnected! recently honored Celia Blue for her work as assistant Secretary of the Massachusetts Department of Transportation.
Prior to becoming Assistant Secretary, Celia served as deputy Registrar for the Registry of Motor Vehicles (RMV). As one of the Registrar’s senior advisors, Celia assisted in strategic planning, policy-making decisions and implementation of various Registry initiatives.
Blue was responsible for oversight of the RMV’s customer service operations. Her management responsibilities included managing approximately 500 employees responsible for the issuance of licensing motor vehicles operators; registering and titling vehicles; the collection of citation and license reinstatement fees and clearances; and the processing of motor vehicle crash data that is important for assessing the safety of Commonwealth’s roadways.
Under Blue’s leadership, the customer wait time at the RMV branches was reduced by over 50 percent. Blue has also served as the executive sponsor and business manager for several large IT related projects, including the implementation of the One Voice Telephony enterprise system.
