Director of Site Improvement and Technical Assistance

POSITION SUMMARY

The Director of Site Improvement and Technical Assistance works with the Senior Director of Field Services to manage the systems and infrastructure of YouthBuild USA’s national technical assistance strategy.

SPECIFIC RESPONSIBILITIES:

Technical Assistance Program Design and Delivery:

  • Oversee delivery of technical assistance (TA) to network of 150+ federally funded YouthBuild programs to enhance impact and ensure program model fidelity in coordination with Field Services staff
  • Design and implement range of innovative, scalable technical assistance interventions to improve portfolio performance in areas of job and postsecondary placement, retention in placement, degree attainment and educational gains
  • Expand and deepen Field Services’ suite of services and resources by developing targeted TA training modules that address needs and impart programmatic practices that YouthBuild programs can implement
  • Collaborate with Data Services department and MIS Help Desk to create tools to monitor portfolio performance
  • Identify opportunities for cross-departmental partnerships that maximize impact of TA and training investments (e.g., coordination of trainings focused on emerging knowledge areas of career pathway development, employer engagement, postsecondary education, leadership development and sustainability strategies).
  • Facilitate the collection of effective practices and tools from the field to support YouthBuild USA’s knowledge management
  • Collaborate with training department in the design and implementation of DOL regional and national training events
  • Develop framework for evaluating the impact of TA programs and services in collaboration with Data Services and other YouthBuild USA departments
  • Maintain a strong working knowledge of YouthBuild USA, DOL and other resources that support the field in their implementation of the YouthBuild program model and provide site-specific information internally and externally as needed
  • Develop and implement special, project-based initiatives designed to increase performance outcomes throughout the field

Management of Field Services Staff, Consultants and Constituents:

  • Supervise and support team of 20 consultants with a broad range of skills sets and expertise in provision of technical assistance to Department of Labor (DOL)-funded YouthBuild programs to ensure quality of engagement, build goodwill among YouthBuild network, and resolve conflicts where necessary
  • Supervise, develop and coach full-time staff of two: Senior Program Manager, TA and Training and Field Services Program Associate
  • Lead a series of monthly training webinars to provide consultants with the tools, protocols and resources they need to do their jobs effectively
  • Conduct regular one-on-one portfolio reviews with consultants to assess progress toward meeting TA goals and determine TA resource allocation across portfolio
  • Organize regular in-person consultant trainings to enhance approaches to effective coaching and expand consultants’ toolkit of promising practices that improve performance among YouthBuild programs

Budgeting, Fiscal and Contract Management:

  • Create annual budget projections for DOL-funded technical assistance provision based on consultant hour and consultant travel
  • Provide monthly budget-to-actual updates to YouthBuild USA fiscal/contract teams
  • Supervise invoice submission and processing for Field Services’ consultants
  • Manage online reporting system for consultant-led DOL-funded technical assistance provision (phone and site visits)
  • Fulfill quarterly reporting requirements under DOL-funded technical assistance provision

Liaison to the Department of Labor:

  • Work closely with Department of Labor national and regional staff to align technical assistance with DOL priorities both for individual sites and for the entire field
  • Create and deliver regular Technical Assistance Trends and Updates on the Field presentations to the DOL YouthBuild national team that highlight the effectiveness of YBUSA’s TA strategy and responsiveness to the needs of the field leveraging TA framework
  • Participate in regional convenings and regular Content Innovation Group (CIG) calls (Post-Program Placement and Data Management)
  • Maintain productive relationships with Federal Project Officers and DOL regional and national staff by responding to requests for program assistance and ensuring communication and thorough follow-up

SKILLS & EXPERIENCE 

Minimum Qualifications:

  • Bachelor’s Degree and 10-12 years of experience or Master’s degree and 5-7 years of experience
  • A minimum of 5 years management and supervisory experience
  • Experience as a nonprofit consultant or technical assistance provider with experience providing consultative services to organizations in a high performance environment;
  • Experience of working with a national network of creative, entrepreneurial leaders to provide guidance, inspiration, buy-in, and change.
  • Skilled in building partnerships. Must have experience influencing others, achieving buy-in, and building credibility within and outside the organization.
  • Strong strategic planning and critical thinking skills
  • Knowledge of organizational systems
  • Experience with Web 2.0 and social media
  • Strong written and verbal communication skills
  • Strong budget management skills;
  • Able to work collaboratively with a diverse team and communities
  • Excellent relationship and project management skills

Travel required, approximately 25%


Desirable knowledge, skills, and abilities:

  • Demonstrated experience with increasing programmatic outcomes in a high performance environment;
  • Ability to effectively cope with change and ambiguity – to change strategy mid-stream, acting without always having the total picture; coping with things that are up in the air; comfortable with measured risk and uncertainty
  • Experience working in the fields of youth and community development, workforce development, or alternative education
  • Experience leading and supervising virtual teams
  • Knowledge about the management of public contracts
  • Previous experience with the YouthBuild model and/or Department of Labor
